摘要: 胜利油田结合安全风险量化评估实际情况,合理选取组合风险HALOPA 评估节点和 BOWTIE 评估中间事件,充分考虑安全隐患等升级因素,引入安全隐患校正系数对初始风险和保护措 的施进行校正,合理选取管理性措施失效概率值,严格计算剩余安全风险数值,验证当前风险管控措 施的作用,提出新增风险管控措施,制定和落实风险降级计划,确保剩余安全风险始终处于可量化、 可接受、可控制状态。

Abstract: Combining with the actual situation of quantitative assessment on safety risks in Shengli Oilfield, this paper selects HAZOP /LOPA to assess nodes and BOWTIE to assess intermediate events. It gives full consideration to the escalation factors such as hidden dangers of work safety. The paper introduces safety hazard correction factors to correct the initial risks and protective measures. It makes reasonable selection of failure probability value for management measures. It calculates the residual risk values strictly and verifies the role of the current risk management and control measures. Then the paper proposes new risk management and control measures. It formulates and implements risk reduction plans to ensure that the residual safety risks are always in a quantifiable, acceptable, and controllable state.
