Abstract: This paper discusses the necessity of environmental supervision in such aspects as construction project design, construction process environmental protection, and completion environmental protection acceptance under the background of implementing pollution discharge permit management after the revision of Regulations on the Administration of Construction Project Environmental Protection. It puts forward suggestions on the construction projects and development of environmental supervision. The paper comes to the conclusions that the effective implementation of three simultaneous system of environmental protection facilities and measures of construction projects is the beginning and foundation of enterprise environmental protection work. Environmental supervision is the key link to ensure the implementation of three simultaneous system. It can be carried out regardless of the previous forms with more practical results.
