Abstract: Three-level prevention and control refers to prevention and control facilities set up by petrochemical enterprises to prevent water pollution caused by environmental risk accidents. As a new enterprise, Yunnan Petrochemical Company set the accident pool capacity of the three-level prevention and control facilities rationally through design optimization; it ensures the efficient operation of the three-level prevention and control facilities through multiple measures in operation management; and it has three functions covering rainwater reuse, flood control and accident sewage prevention and control. Collecting clean rainwater in the plant area can reduce the fresh water consumption of the reservoir after reusing the collected rainwater. Under the accident condition, it can discharge qualified rainwater quickly and achieve effective prevention and control of accident sewage, which can provide reference for similar enterprises.
