Abstract: For an enterprise, the focus of safety work is in its grass roots and the key is on its posts. The basic level is always the emphasis of safety management. Without a solid foundation, safety in operation will not be guaranteed. Relevant data show that 90 percent of the accidents are caused by disorganized management at the basic level, plenty of repeated and chronic illegal operation and incomplete rectification of hidden risks. Chronic and repeated illegal operation can hardly be rooted out, and it has always been a difficulty in safety management. How to contain the re-occurrence of the problem and eliminate the chronic illegal operation is the research focus of this paper.
