液氯钢瓶泄漏事故后果评价及安全对策措施

摘要: 液氯是一种非常重要的化工原料,在国民经济中有着举足轻重的地位,但是液氯又是一种具有强氧化性、腐蚀性的危险化学品,主要危险性表现为中毒窒息。以某自来水公司为例,通过模拟液氯钢瓶发生泄漏引起的中毒事故,借助危险指数法、事故分析法等方法进行事故后果数值计算,并提出安全对策措施。通过液氯泄漏事故的后果评价,为液氯钢瓶的安全管理、专项应急救援预案编制及风险评价提供技术指导。

Abstract: Liquid chlorine is very important chemical raw material which plays a pivotal role in national economy. However, liquid chlorine is a dangerous chemical with strong oxidization and corrosivity. Its main risk is poisoning and suffocation. Taking a water supply company as an example, liquid chlorine is mainly used in disinfection process. And now through simulating the poisoning accident caused by the leakage of liquid chlorine cylinder; the accident consequences are calculated by the risk index method and accident analysis method and safety countermeasures are proposed. Through consequence assessment on liquid chlorine leakage accident, technical guidance is provided for safety management of liquid chlorine cylinder, preparation of special emergency rescue plan and risk assessment. assessment on safety risks in Shengli Oilfield, this paper selects HAZOP /LOPA to assess nodes and BOWTIE to assess intermediate events. It gives full consideration to the escalation factors such as hidden dangers of work safety. The paper introduces safety hazard correction factors to correct the initial risks and protective measures. It makes reasonable selection of failure probability value for management measures. It calculates the residual risk values strictly and verifies the role of the current risk management and control measures. Then the paper proposes new risk management and control measures. It formulates and implements risk reduction plans to ensure that the residual safety risks are always in a quantifiable, acceptable, and controllable state.
