Abstract: The production process of refining and chemical enterprises is complex, involving inflammable and explosive media, high temperature and high pressure, and there are strict requirements of technology and operating conditions, which is prone to safety accidents. Safety in production is the basis of sustainable development of refining and chemical enterprises. In the production process, while using advanced technology to improve the safety of equipment, it is more important to improve the safety awareness of employees, reduce people's unsafe behaviors, and improve the safety management level of enterprises. This paper discusses how to improve safety awareness and reduce safety accidents caused by human factors in refining and chemical enterprises through the governance of human unsafe behaviors.
