Abstract: By analyzing the main risks and safety management difficulties currently existing in Huabei Oilfield and combined with the characteristics of Huabei Oilfield, this paper discusses the construction idea of the mechanism that “all staff do not want to violate from cultural dimension; they cannot violate from scientific and technological dimension and they do not dare to violate from institutional dimension.” Taking the long-term mechanism of Three No Violations as a powerful starting point, it will enhance the degree of intrinsic safety of Huabei Oilfield Company, reduce the occurrence of safety production accidents effectively, and safeguard the lives of the majority of workers.
