摘要: 城市型炼厂是城市在发展过程中逐步形成的,这些炼厂对周边人居环境产生了不利的安 全影响,必须加以研究解决。双重预防机制是遏制重特大事故的有效措施。提出了城市型炼厂双重预 防机制的构建要点,包括:结合风险可接受标准,确定安全防护距离和防护措施是否到位;将风险分 级与管控级别相互匹配,以保证风险分级管控得到落实;将风险辨识结果与隐患排查相结合,以解决 两者独立运行的现状;推进双重预防机制信息化,构建包含6 个逻辑层的信息平台架构。

Abstract: Urban refineries are formed gradually in the process of urban development and such refineries have a negative impact on the safety of the surrounding living environment, which must be studied and solved. Double prevention mechanisms is an effective measure to curb serious and major accidents. This paper proposes the key points for the construction of the double prevention mechanisms in urban refineries. It includes combining with the acceptable risk criteria, and using the criteria to determine whether the safety protection distance and protection measures are in place; matching the risk ranking and control classification with each other to ensure the implementation of risk grading management and control; combining the risk identification results with the hidden danger investigation to solve the current situation of independent operation of both; promoting the construction of information-based management of the double prevention mechanisms, and the whole construction contains 6 logical layers of information platform architecture.
