摘要: 在“一带一路”倡议深入推进与国际工程合作持续深化的背景下,境外项目人员面临跨区域、多维度的复杂安全风险,跨文化认知差异更增加了管理难度。围绕境外项目人员安全保障需求,结合多区域项目案例,从体系设计、内容开发、形式创新、现场执行及效果评估等维度,系统构建跨文化安全培训实施框架。通过精准风险适配、定制内容开发、多元形式创新与协同执行机制,推动安全培训从理论到技能的全流程覆盖,为提升人员安全意识与应急能力、降低项目安全风险提供可复制的技术路径与实践范式。

Abstract: Against the backdrop of further advancement of the Belt and Road Initiative and the continuous deepening of international engineering cooperation, personnel stationed in overseas projects are confronted with cross-regional and multi-dimensional complex security risks, while cross-cultural cognitive disparities further pose greater challenges to management. This paper focuses on the safety and security needs of personnel in overseas projects. Drawing on case studies from multiple regional projects, it systematically constructs an implementation framework for cross-cultural safety training from the dimensions of system design, content development, format innovation, on-site execution and effectiveness evaluation. Through precise risk adaptation, tailored content development, diversified format innovation and collaborative execution mechanisms, the framework facilitates full-process coverage of safety training from theory to skills. It provides replicable technical pathways and practical paradigms for enhancing personnel safety awareness and emergency response capabilities, thereby reducing project safety risks.
