摘要: 近年来,炼化企业重大、较大等安全事故频频发生,对国民经济和人身安全造成较大影响。为了提高炼化企业在异常情况下的应急能力,保障员工、环境和社会的安全,炼化企业必须建立完善的应急体制和应急预案。根据炼化企业的实际情况,总结了应急体制和应急预案的开发、实施和管理,特别是数字化应急管理在炼化企业中的应用,以及数字化应急管理的优势和发展趋势。实现现代化管理,提高应急处置效率,避免炼化企业安全事故的发生,并减少环境污染和财产损失。

Abstract: In recent years, major and large safety accidents have occurred frequently in refining and chemical enterprises, which have a large impact on the national economy and people's safety. In order to improve the emergency response capability of refining and chemical enterprises under abnormal circumstances and ensure the safety of employees, environment and society, refining and chemical enterprises must establish well-developed emergency system and emergency plan. According to the actual situation of refining and chemical enterprises, this paper summarizes the development, implementation and management of emergency system and emergency plan, especially the application of digital emergency management in refining and chemical enterprises, as well as the advantages and development trend of digital emergency management so as to realize modern management, improve the efficiency of emergency response to avoid safety accidents in refining and chemical enterprises and reduce environmental and property losses.
