Abstract: HSE management system is an important branch of modern management which is involved in the whole safety management. Health, safety and environment are the main tasks of implementing HSE system in petroleum industry. Doing a good job in HSE management will bring vast space for the development of enterprises at all times and it’s the only way leading to the good development of enterprises.Based on the connotation and characteristics of HSE management system, this paper discusses the significance of HSE management mode in petroleum and petrochemical enterprises. It analyzes the problems existing in safety management of petroleum enterprises in China and puts forward free opinions in view of the main existing problems. The paper introduces the basic elements of HSE management system and the aim of its construction. It presents some suggestions on constructing a longterm safety mechanism of production process under HSE management mode from five aspects.
