Abstract: Health, Safety and Environmental Manage-ment System (HSE) is a general management system promoted by the international petroleum and petrochem-ical industry. It is a relatively advanced, scientific and ef-fective management method. It considers the safety man-agement problems of the system through the whole and the entire process. And it advocates the modern mode of integrated health, safety and environment management with the systematic management thoughts, providing a structured operating mechanism for the scientific, nor-malized and standardized management and sustainable development of enterprises. In the process of promoting and implementing the HSE management system contin-uously, it is necessary to focus on the perfection of the HSE system, enhancement of implementation capacity, improvement of enterprise efficiency and market com-petitiveness in order to ensure that the HSE management system is more effective at the grassroots level.
