Abstract: The evaluation method for the overall safety management status of the refinery engineering projects is single and the inspection results cannot accurately reflect the real safety situation of the engineering sites. To address such issues, this paper proposes a quantitative evaluation system for the safety management of the refinery engineering projects based on the checklist method and the Analytic Hierarchy Process (AHP). The system consists of four levels, including two criterion layers, 17 first-level indicators, 60 second-level indicators and 459 third-level indicators. The weight value of each indicator is calculated by applying the Analytic Hierarchy Process (AHP) and quantitative inspection and evaluation of the safety management of refining and chemical engineering projects are conducted one by one based on the lowest-level indicators of the evaluation system. The quantitative evaluation system proposed in this paper provides a reliable basis for the quantification of the inspection results of refining and chemical engineering projects, thereby guiding the direction for the safety management of engineering projects.
