Abstract: The implementation of the Interim Measures for the Acceptance of Environmental Protection upon Completion of Construction Projects has shifted the primary responsibility for environmental protection acceptance to construction entities. In the absence of endorsement from ecological and environmental authorities, the legal obligations borne by construction entities have significantly increased. Under this new framework, construction entities now face multifaceted challenges including ensuring compliance of environmental protection facilities, maintaining transparency in information disclosure, and standardizing acceptance procedures. Systematically identifies the key issues in the self-administered environmental protection acceptance process for completed construction projects and proposes targeted optimization strategies. The findings aim to provide practical guidance for construction entities to enhance the quality of environmental acceptance procedures and mitigate legal risks.
