Analysis of On-site Safety Management for EPC General Contracting Projects in Refining Engineering

Abstract: The EPC general contracting project of refining engineering is the most complex organizational form and contract implementation method of all types of refining engineering projects. As a top priority in project implementation, safety not only concerns the project itself, but also affects the long-term interests of the project enterprise in project execution, owner evaluation, market reputation, corporate image, and other aspects. The on-site safety management of the project is also an important link in whether the entire project can be smoothly promoted. Due to many uncertain factors such as multiple management interfaces, organizational levels, personnel turnover, uneven personnel quality, outsourcing of engineering services, and complex working environment, the on-site safety management risk of the project has been consistently high for many years. Combining with the experience of EPC general contracting project management in refining engineering, this paper elaborates on the characteristics and implementation difficulties of EPC general contracting project in refining engineering. It analyzes the on-site safety management of project briefly and provides targeted countermeasures.
