摘要： 以干部责任、制度落实、风险管控为切入点,完善以“有感领导、直线责任、属地管理”为主要内容的“三级责任体系”;建立以“管理制度、员工培训、绩效考核”为主要内容的“三大支撑系统”;推进以“目视化管理、短板分析、启动前安全检查、工作循环分析、上锁挂牌管理、作业许可”为主要措施的“六种管理方法”。同时,将上述“3·3·6”安全管理体系与PDCA循环管理理念相结合,及时查改问题,确保体系有效运行和持续改进。

Abstract: Taking cadres responsibility,regulation implementation and risk control as the pointcut,the“three-level responsibility system”with the main content of“sense of leadership,line responsibility and localized management”is perfected;“three supporting systems”with the main content of“management system,staff training and performance appraisal”are established;“six management methods”with“visual management,weakness analysis,pre-start safety check,working cycle analysis,lock out and tag out management,operation permit”as the main measures are promoted.Meanwhile,the above“336”safety management system and PDCA cycle management concept are combined to find the problems and solve them in time,therefore,the effective operation and continuous improvement of the system can be guaranteed.
