摘要: 大容器检定作业是对各类储罐的容量进行测量,石油化工企业金属储罐使用广泛,数量庞大,且型式和工况不一,尤其是以储存的危险化学品居多,造成检定作业安全风险较大,必须加以管控。建立 Bow-tie-JSA 整合模型,提供系统化、流程化和安全风险量化的思维模式,整合 Bow-tie 和JSA 分析方法,从能量或有毒有害物质释放的角度分析危险事件发生的根源,识别导致危险源释放的 危害因素以及可能发生的危险事件;在 Bow-tie 分析基础上,建立管控模型;针对整个作业过程开展JSA 分析,参照中国石化风险矩阵,量化风险值 RI,做到剩余风险可接受,形成一套完整的标准化作业程序,降低事故发生概率,保证大容器检定作业安全高效进行。

Abstract: Large container calibration operations involve capacity measurement of various storage tanks. In petrochemical enterprises, metal storage tanks are widely used in large quantities with varying types and conditions, and most store hazardous chemicals, resulting in high safety risks that must be controlled. An integrated Bow-tie-JSA (Job Safety Analysis) model is established to provide a systematic, streamlined processes, and quantitative safety risk assessment mindset. This study integrates Bow-tie and JSA analytical approaches to analyze root causes of hazardous events from the perspective of energy or hazardous/toxic material release, and identify hazard factors triggering source release as well as potential hazardous incidents. Based on Bow-tie analysis, a risk control model is developed. JSA is conducted for the entire operation process, and referring to the Sinopec risk matrix, the risk value (RI) is quantified to ensure acceptable residual risks. A complete set of standardized operating procedures is thus established to reduce accident probability and ensure safe and efficient large container calibration operations.
