Practice and Exploration of Green Transition in Refining and Chemical Enterprises Under the “Dual Carbon” Goals

摘要: 在“双碳”战略背景下,绿色低碳转型是炼化企业突破发展瓶颈、提升综合竞争力的必然路径。本文基于实地调研与工程实践,以 E 炼化企业为研究对象,系统梳理并阐述了其绿色转型的核心实践路径,涵盖生产端改造、产品端升级、能源资源协同及保障体系建设 4 个层次。 E 炼化企业的绿色转型工程策略实际应用表明,企业综合能耗、碳排放总量及污染物排放水平均实现显著下降,达到行业先进水平。本研究将炼化行业绿色转型诉求落实为具象化、可操作的实践方案,为炼化企业绿色转型工程策略的完善与落地提供指导和参考,为同类企业转型提供借鉴。

Abstract: In the context of the “Dual Carbon” strategy, green and low-carbon transition constitutes the inevitable pathway for refining and chemical enterprises to overcome development bottlenecks and enhance their overall competitiveness. Drawing on field research and engineering practice and taking Enterprise E (a refining and chemical enterprise) as the research subject, this paper systematically reviews and elaborates the core practical pathways of its green transition, covering four key dimensions: production-side transformation, product-side upgrading, energy and resource synergy, and the construction of safeguard systems. The actual implementation of Enterprise E’s green transition engineering strategy has demonstrated significant reduction in the enterprise’s comprehensive energy consumption, total carbon emissions, and pollutant emission levels, achieving industry-leading standards. This study translates the green transformation imperatives of the refining and chemical industry into concrete and actionable practical solutions. It provides guidance and reference for the refinement and implementation of green transition engineering strategies in refining and chemical enterprises, and offers valuable insights for the transition of similar enterprises.
