Abstract: This paper provides an in-depth analysis of the potential risks throughout all stages of oil and gas field development and explores methods for risk identification and classification. It studies the principles for selecting quantitative assessment models and the criteria for risk grading. The paper also designs a tailored risk evaluation process. Meanwhile, it prioritizes establishing a contingency plan framework, proposes strategies for deploying and managing emergency resources, and formulates specific implementation protocols for emergency drills and training. These measures aim to provide effective solutions for emergency response during oil and gas field development, ensuring safe and smooth operations.
