Abstract: The pollution discharge system is a major measure in the reform of the national environmental protection supervision system. Pollution discharge permit is the only administrative license for pollutant discharge during the production and operation of enterprises and institutions. It’s also an important legal instrument under the supervision of the environmental protection departments. It is the main basis for enterprises to abide by the law, government law enforcement, and social supervision. The management of pollution discharge permit involves many contents in a wide range of scope, and comprehensive coverage of the production process of the enterprises. It is the key for the enterprises’ law-abiding production, pollution discharge with the permit, and self-certification of compliance to grasp the key points of implementation and to analyze the difficulties.
