Abstract: Xinjiang Oilfield has vigorously advanced its ?Going Global strategy?. With steadily expanding overseas and domestic markets, An integrated framework for overseas oilfield operations has been developed and expanded in the company. The HSE (Health, Safety and Environment) and HSSE (Health, Safety, Security and Environment) management of external operations is different from those of internal operations in terms of risks, management mechanisms and processes, Xinjiang Oilfield has strengthened its HSSE management work for external operations by exploring an integrated management model. It has proposed the framework of the HSSE management system for external operations, complied management system documents and clarified the methods and procedures for HSSE risk management. It has also implemented targeted risk control measures. The application of these measures to the HSSE management of external operations has yielded favorable performance outcomes, thereby ensuring the safe and efficient development of external operations.
