降低油罐 VOCS 排放途径探讨

Discussion on Ways to Reduce VOCS Emissions from Oil Tanks

摘要: 通过对某石化企业油罐区 VOCS 排放量的现状分析,结合国家“十四五”规划纲要中要求挥发性有机物排放总量下降目标,利用公式法计算出储罐在不同储存温度、不同存储高度、不同周转量条件下的 VOCS 排放量,提出通过精准管控如提高油气回收装置去除率、降低油罐储存油品温度、提高储罐存储高度、油罐采用边进边发方式减少油罐周转量、严格开展设备泄漏检测与修复( LDAR)工作,减少不可达点密封点数量等措施有效降低油罐区 VOCS 排放量,从而实现减排目标。

Abstract: Based on the analysis of the current situation of VOCs emissions in the oil tank farm and combining with the total VOCs emissions reduction target required in the national “14th Five-Year Plan”, the VOCs emissions of the storage tank under the conditions of different storage temperature, different storage height and different turnover are calculated by using the formula method. It is proposed that through taking accurate control measures such as increasing the removal rate of oil and gas recovery device, reducing the temperature of oil stored in the oil tanks, increasing the storage height of the tanks, reducing the turnover of oil tanks by feeding while discharging, strictly implementing equipment leakage detection and repair (LDAR) work, and reducing the number of inaccessible sealing points, the VOCs emissions in the oil tank area can be reduced effectively, thereby achieving emission reduction target.
