Abstract: Through literature review, case studies and field investigations, this paper systematically elaborates on the key components and fundamental principles for constructing an oil depot safety management system. Combined with typical case examples, it analyzes the practical effectiveness of system implementation. The study further reveals the implementation challenges currently faced by oil depots in areas such as safety regulations, personnel competence and equipment facilities including inadequate enforcement of regulations, weak safety awareness among staff, and ageing and outdated equipment. Accordingly, this paper proposes countermeasures such as improving system design, enhancing personnel training and optimizing equipment management. Future oil depot safety management will evolve toward digitalization, integration and sustainability.
