Emergency Exploration and Practice in Heavily Polluted Weather in Oil Refining and Petrochemical Industry

Abstract: The current situation of China’s atmospheric environment is still severe, and hazy weather is frequent in autumn and winter. Key industries shall carry out emergency work for heavily polluted weather in accordance with the Technical Guide for Formulating Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather. In the emergency work for heavily polluted weather in refining and petrochemical industry enterprises, there is no detailed description of the real vapor pressure calculation method, no clear definition of the control scope of the “relevant tanks”, no detailed description of the concept of tank “turnover”, no detailed description of the “pre-warning” characterization of the time period, no explanation of the tanks and loading control qualification standards and there is no detailed description of the calculation method of the turnover of tanks and other issues. Therefore, this paper put forward targeted recommendations and listed the advanced practices of excellent enterprises for the reference of enterprises in the refining and petrochemical industry and governmental ecological and environmental departments, with a view to contributing to the implementation of emergency measures for heavily polluted weather and the improvement of air quality.
