摘要: 为预防石化企业安全事故及减少事故损失、探索生产安全风险管理与控制机制,对石化企业生产安全灾变过程进行了分析,提出风险识别、风险分析、风险评估、风险预警和风险控制等风险管理与控制的基本内容和动态循环流程;从生产安全技术措施、安全组织机构、企业文化和安全教育、激励考核制度和责任体系等方面构建风险管理与控制保障机制,形成有效的风险处置机制,从而实现对石化企业生产活动风险的全方位预防和控制,对企业安全管理具有很大的参考价值。

Abstract: In order to prevent safety accidents, mitigate accident losses, explore production safety risk management and control mechanism in petrochemical enterprises, this paper analyzes the production safety disaster process in petrochemical enterprises. It proposes the basic content and dynamic cycle process of risk management and control covering risk identification, risk analysis, risk assessment, risk early warning and risk control. From the technical measures of production safety, safety organization and institutions, corporate culture and safety education, incentive assessment system and responsibility system and so forth, the paper builds risk management and control guarantee mechanism and forms risk treatment mechanism for unavoidable risks so as to realize all-around prevention and control of the risks in petrochemical enterprise's production activities. This provides valuable insights for corporate safety management practices.
