Abstract: Emission Permits has become the core procedure of environmental protection administration system.This paper analyses the relationship between emission permits and other current environmental protection management systems including total amount control, EIA, check and accept of completed project, environmental tax and so on. This paper not only sums up real problems arising from implementation of emission permits in petrochemical industry, but also gives corresponding suggestions to improve emission permits system furthermore.
