采气厂生产作业活动风险分级防控的落地与应用

Implementation and Application of Risk Classification Prevention and Control of Operation Activities in Gas Production Plants

摘要: 以某采气厂天然气处理站为例,从操作单元、工艺流程、设备为主线,按照操作项目— 操作任务—操作步骤3 个层次开展生产作业活动梳理,运用正向危害因素识别方法开展危害因素识别, 结合采气工艺特点分析形成采气厂事故后果示例表,并根据风险等级确定防控层级,实现分析结果的 规范性、准确性和合理性,落实风险分级、责任分级。同时,探讨分析结果对现场安全管理工作的指 导意义,明确应用方式,突破应用壁垒,有效提升现场安全管理水平。

Abstract: Taking the natural gas processing station of a gas production plant as an example, the operation activities were sorted out according to three levels covering operating items, operating tasks and operating steps based on the mainline of operating units, process flows and equipment. Positive hazard factor identification method was adopted to identify risk factors. Combining with the analysis on the characteristics of gas production process, the sample table of accident consequence of gas production plant was formed. And the prevention and control level was determined according to the risk level. Thus the standardization, accuracy and rationality of the analysis results were realized| risk and responsibility classification were implemented. Meanwhile, this paper discusses the guiding significance of the analysis results on site safety management and clarifies the application methods. The application barriers were broken through. These help to improve the level of site safety management effectively.
